For some reason, the ability to assign team members to reported issues suddenly stopped working, only the reporting person and the current user appear on the list. Has it happened to someone?

A change like that can happen if the project permission "Assignable User" has been changed by a Jira administrator. I would find that person and ask.
We're experiencing this too. It's just started happening. Possibly related to the Fix Version issue that they are aware of?

Got same issue when assigning a request to someone for approval, dropdown list is empty and not filled with collegues to assign to!

Did here too. Now we've lost access to User Management. Clearly a gremlin running through the system
