Assigning multiple people to a single issue simultaneously

Can we assign a given issue  to 2 or more people at the same time and keep a track of the effort spent on the particular issue by each one of them ?

The Assumption is that both the people are simultaneously working on the issue

It is a best practice, though, that only one person be the designated assignee for an issue at any given time. The Assignee field can have only one name in it at a time.

You could create a Subtask child issue for each person, assign one Subtask to each person, and keep track of the work and time logged by each person within those subtasks. Use of Subtasks has to be enabled for your Jira instance, and your project must be configured to include the Subtask issue type.
