Hello, I am searching for a solution to use assignees in my issue filter queries. However I am not able to list users in the select list while performing basic searches. Please note, that I got some restrictions and can't assign all users on my Jira instance to the global Browse Users and Groups permission, instead users get their permissions using project roles. I got this setup to restrict PPI data visibility similar to this support announcement: Manage project permissions | Atlassian Support .

Tagging users in comments, description fields or assignee field works fine, but however I am not able to create search queries with users  that haven't got any issues assigned to them. They will not be found in the select list for a basic search. If I assign users to issues before performing search queries, the search query is functioning and users are shown in the select list just as expected. Even if I search users that are not assigned by their IDs using jql and switching back to a basic search is working and users are shown in the select list afterwards. So what I want to do is, to list all users in a project scope (only/all users that are member of a project) in select lists used in search requests.

Any ideas how I can solve this issue? So that I am able to list all my project users in such a select list?
