Assignee not update per smart valve

Below I am trying to automate assigning a task when it translations to a new state, using a signal user field that is part of the task. The problem is that the automation audit log does not return an issue, it says success. However, the assignee is not changed to "Application Engineer"

 

I believe that the problem is in my smart valve, however, I cannot figure it out.2023-03-10_08-09-58.png

Is the field Application Engineer a single user picker field? 

Are the Engineers listed in the field, members and assignable users in the project?

To be quick - please paste your full automation and project permission scheme for evaluation.

This Jira project is a company-managed project. The "Application Engineer" is a single-user picker field. The person I am trying to assign is myself and I am an admin, so I am added to the project for sure. 

Also to be all my engineers are able to be assigned
