I have several users that are experiencing an issue where the Assignee field only shows themselves until they force a refresh. Obviously the permissions are correct since it shows after refresh but is there anything I can do to have it work the first time?

Can you share some more details? Are they doing something in the wok item before clicking into the Assignee field? Or are they just coming into the work item and clicking into the Assignee field. Are all of those users using the same browser? Are others NOT having the problem? Do they use a different browser or version?

This is on first look in the Backlog screen. I personally have never been able to recreate it but others on the same team have experienced the same issue. AS you can see in the images below, the first example only shows the current user as an option to assign on the first try. After the refresh the rest of the assignable users appear.
Waiting to hear back on browser versions etc. but the above is what it looks like from their end.
