I have several users that are experiencing an issue where the Assignee field only shows themselves until they force a refresh. Obviously the permissions are correct since it shows after refresh but is there anything I can do to have it work the first time?

Can you share some more details? Are they doing something in the wok item before clicking into the Assignee field? Or are they just coming into the work item and clicking into the Assignee field. Are all of those users using the same browser? Are others NOT having the problem? Do they use a different browser or version?
