Can I create a single Project that I can assign multiple issues?
Can I create Issues, like questions that I can assign to external resources?
I may have multiple questions on an individual issue?
Can the external resources login to my jira answer the issues?

Are you using a JSM Project? Or Next-gen? Or Classic Software Project?
The external users will still need a login and permissions to the project.
