Assign a user available only in old issue view

On Jira Cloud if I click on the Assignee field of an issue, the dropdown menu shown populates with only my own user account and Unassigned. However, if I follow the link in the upper left out of the issue quick view to view the issue in a separate browser tab and then choose to view the issue in the old view, I can open the Assign dialog and assign the issue to any user account. Is this more likely a bug or a mis-configuration?

Related to this. I tried assigning a sub-task and was unable to even by opening the sub task in a new browser. I don't see any workaround with assigning sub-tasks. It seems like I can only assign them to myself. Has anyone had any luck with assigning them?
