As to Portfolio, when create plans with filter as issue source, the filter can't be found

I create a filter with JQL, and for the permission, configure it to allow jira group users to edit.

Then I try to create a plan in Portfolio, and select filter as issue source, but can't find the filter I created.

And also find that sometimes a filter can be found, sometimes not, it makes me confused.

Questions:

Why does this happen?
