As per Atlassian Marketplace policy, each app is eligible for only one trial per cloud site. Reinstalling the app does not reset or extend the trial period., is it true ?

Welcome to the community!

Yes, that is generally how Cloud app trials work in practice.

So I would treat it as:
- one normal trial per cloud site/app combination
- reinstalling does not reset the trial
- if more time is needed, request a trial extension instead

Adding to this:

If you request a trial extension you must make that request of the vendor of the app, not Atlassian. 

When you get a response from the vendor authorizing the trial extension you then have to open a support case with Atlassian to actually change the trial expiration date.

Only Atlassian can change the trial expiration date, and they will do so only when you prove that the app vendor has authorized it.

 

Additionally if you activate a trial and then stop the trial, that does not extend the trial. Example - if you stop an app trial on day 15 of 30, you can't reactive the trial at a later date and get 15 more days. You trial period is from the initial date of activation.
