As a Site admin & User access admin I cannot suspend access to existed Jira users

Hello! Did anything change in the user permissions for  Site admin & User access admin? 

Me being Site admin & User access admin I cannot suspend access to existed Jira users.

To be able to suspend a user, the user-access-admin permission is required, but you do need have no app access or access only to the app they administer.

Don't mix Site-admin and user-access-admin.
