We've been upgrading our Atlassian products over the last 9 months, and it seems like each time, there's a database collation step that involves significant work for our DBA team. Are there any tools to assist with this or help speed up the process?

For SQL we officially recommend using the Management Studio to create the database at the time with proper collation. If you need to change it then we recommend this process:
