I thought Access was the only option but today I saw this:
@Jean Dupree with Atlassian access you can use an authentication provider that uses SAML https://support.atlassian.com/security-and-access-policies/docs/configure-saml-single-sign-on-with-an-identity-provider/ It has been this way for a long time.
The app you are looking at still requires you to have Atlassian Access, I believe it just helps users that are not as tech-savvy to setup their SSO provider using SAML in Atlassian access. So an additional cost for something you can do yourself.

Yes, Atlassian Access is the pre-requisite for our Jira OAuth solution.
Which we have clearly mentioned in the documentation for the app.
The purpose of this app is to provide OAuth and AD authentication support for Single Sign on into the Cloud instances, which is not supported by the Atlassian Access yet.
Also Atlassian provides Multiple IDP support only in the Enterprise plan of Atlassian access, but using Jira OAuth Cloud app we can provide the same for you even for the basic plan.
