Are there Rest Apis available for Creating issue in Jira on Cloud?

We tried integration TestLink with JIRA on Cloud but it didnt help.

We have also gone through the REST api docuementation " https://docs.atlassian.com/jira/REST/latest/ "

Yes, that's the right document, the REST functions do work on Cloud.
