Are the screens missing from 7.12.x for plugin development

Upgraded to 8.0 toolchain and developing for 7.12.1 Jira.  After upgrade cannot create any projects (not test, not normal, can't import CSV to create).  Saw online could be related to missing required fields on screens.  Went to default screen scheme and cannot even edit screens.  They are all blank/missing.  JS error is:
