Are issue filter subscriptions delivered based on geographic location?

We've created a user-group which consists of different users across the nation. If I subscribe to the issue filter as part of that group, will issues in that filter deliver to each respective individual at different times, based on where they are geographically?

My goal is to use the daily delivery option to deliver issue filters to their inboxes by 9AM everyday regardless of time zone.

Welcome to the community.  My experience with Cloud is that the time scheduled is based on the server time zone and not the users time zone. I would suggest testing it out as you can always make adjustments to each users subscription to ensure that they get it at the correct time.
