Are inactive users of cloud installation included in billing number

Example, if you have 45 active users and 10 inactive, do you pay the price of up to 50 or the next step?

You pay for 50 in this case.  You have 35 users who count towards your licence, so you need the 50 user tier licence.

A better example might be that you have 55 users, of whom 10 are inactive.  That's 45 users you need licences for, so you need the 50 tier licence, not the 100 (until you add/reactivate 6 more)
