A worker in the company who doesn't use Atlassian must be able to receive an e-mail when Atlassian sends a bill.
In Atlassian Administration --> Billing --> Billing permissions. It's possible to add a billing a admin with the link 'Add new admin'.
If we add the e-mail of the person, will this person be counted as billable user? We are using as well Atlassian Guard and Xporter in addition to Jira.

billing admin should not be counted at license level (if he has not product permission).
