Apps user management

We are a growing small compagnie and was wondering how the user management for apps work.

We are soon going to be more than 10 Jira users and some if not most of our apps greatly increase in price after 10 user, but certain app like Xray, are used by 1 or 2 users.

Does an apps user count must follow the server user count or is it possible to tell who can use certain apps?

From Atlassian's pricing site:

Purchase the license tier that matches the number of users you have licensed for your host product. For example, if you have a 25-user Confluence license, purchase the Confluence app at the 25-user tier. The app will only function if its license matches or exceeds the tier of the host product – even if only some of your licensed users need to use the app.
