We have assigned access to several users of a consulting company that we work with. Only one particular user receives the following error when attempting to connect to the project. 

For user: ayush.

Approval required... Please see image below and advise how to grant access:

Hi Christopher - Welcome to the Atlassian Community!

I would first check the user to be sure they have Jira Software access. You can do that through Settings > User Management

Then check the Permission Scheme to see who has browse project permissions for the project. If it is done by Group or Project Roles, then be sure this user is in one of those groups or has the appropriate project role permission.
