Please add functionality. Its odd this functionality doesn't already exists. I would have thouight this to be a fundamental requirement for managing tickets.

I noticed you added a comment to the feature request itself, which is the right thing to do to (together with watching it there) to stay informed.
Jira does have a ranking system in place, based on lexorank. The order in which you see items displayed on the board backlog is reflecting exactly that. Sorting items by the underlying field Rank ensures your work items are kept in order and can be simply re-organised by dragging them up and down into the desired place.
In theory, nothing is blocking users to implement a priority/ordering system corresponding with the way they want to work. There are many prioritisation frameworks / systems in place you can implement to bring more structuring to the ranking system, like in this example on WSJF.
Adding a number to a work item is not a big deal. The challenge is always going to be to keep it up to date when you start reordering work. The current implementation - while not humanly readable when you e.g. export the data - does quite a good job at that.
