an interesting question to clarify would be if there are any Apps installed in your Jira instance which could potentially interfere.

Looking for this error message via Google there are some signs (however, all things from the past) which imply it was caused by some App.

Have you the chance to test on a test environment if with deactivated Apps the same issue occurs?

I would recommend you contact atlassian support directly and provide the support zip files so that they can troubleshoot.

Also include information such as steps to reproduce and expected behaviour.
