Am I able to change the Assignee on a Jira Issue I did not create.

On issue SIXCOMBOVE-88, I added a comment and need to assign the issue to another participant. Since I did not create this Issue, is this possible?

Absolutely unless the administrator has configured it to not allow this to occur. However that is not generally how projects are set up. Are you finding that you are unable to if so please check with your administrator.
