Alternatives to Jira / Self managed license / Licensing 10+ users

We've been experimenting with Jira and hit the 10+ user problem in less than a month. 10 is quite small if you consider managers wanting status updates, developers working on the problems, and testers finding the problems.

I don't think the amount we do with it warrants paying anywhere near $77 per month, so I am looking at alternatives to doing this, 

If I go for the self managed server option for 25 users $3500 one time, what is involved here? Can I easily transfer my cloud data across or do I need to start again.

Alternatively is there a free version that allows 10+ users.

Yes. It is possible to migrate from Jira Cloud to Jira Server:
