The current Jira Software issue view has the "Create subtask" button. We want to alter it to have a different wording, for instance, "Create risk" button instead. Can we achieve this in Jira Cloud?
no, it is not possible to change the name of the button. This is a standard button used throughout Jira.
Yep, this is because you might have sub-task types that are not called "risks" - it's a button designed to support all cases. Changing it to limit it to one type would render it useless all the other things you can use sub-tasks for.

I don't think we can change the naming of this system default button, however, you can create a sub-task issue type, name it as 'risk' and give it an eye-catching icon.
Select > Issues.
Click Sub-tasks.
Find the relevant sub-task issue type and click Edit.
Edit the name, description, and avatar as needed and click Update.
