We have a single screen for for our bug ticket type.
Allow unassigned issues is turned "ON" in global settings.
Still, a new issue cannot be created with the Assignee field left blank.
We CAN delete the field when editing the ticket... but not when creating the ticket.

How can we allow making a new ticket with blank assignee?

Check the Workflow that the Bug issue type uses on that Project. Check the "Create Issue" transition and see if there is a required field Validator there. There are a few 3rd party Apps that provide validators that can be used to require a field value.
