All of a sudden missing "..." button to add a backlog task to an epic

All of a sudden, I am missing the "..." button to add a backlog task to an epic. I have an administrator role and I am a member of the project.

Here is what I'm seeing (the "..." button is now missing):

What do I need to do to get this back?

I figured it out myself. You now have to "Add To Parent Issue" instead.

You need to check your project permissions and make sure you have the 'Create Issues' permission.

I am able to create issues in the backlog. The one I created today I am trying to add to an Epic and this button is gone. I have done this many times before.
