All Dashboards and filters suddenly not available to users, except jira-administrators

Somehow over the weekend, all dashboards and filters are unavailable to all users to see.  We have several hundred dashboards and thousands of filters.  This all worked last friday.  The only work around is to make users jira-administrators, and that only works for most of the dashboards.  Our environment is mixed with Cloud/JIRA/Confluence.
