Alert or Popup Modal Before or After Clicking Save on a New Comment

Since I can't seem to find a way to force a user to pick a new assignee and/or change the status when they leave a comment, I would like to notify a commenter that they need to take an action when they leave a comment.   (notify = popup or modal or alert... not an email)

1. User clicks save on comment > Alert "don't forget to update the status, and assignee!!!"

2. More ideally : Assignee and status fields are included as required fields as part of leaving a comment.

Nothing build in will do what you need. I don't use scripting, but it may be what you need.
