After login Jira system dashboard is not visible if another dashboard is created

After login Jira system dashboard is not visible if I create another dashboard.  Steps to replicate

• Create a Dashboard 
• Dashboard created is an option to select under "Dashboards" menu
• System dashboard is not an option to select under "Dashboards" menu

The dashboard menu is generated from your list of favourite dashboards.

If you look at the bottom of the menu, you should see "manage dashboards", go into that and you'll see a (searchable) list of all dashboards you can see.  Some of them will have highlighted stars next to them.  Search for "system" and add a star next to it, you should find it now appears in the menu.
