After adding one component in a Jira cloud project, the create component button disappears

This is the weirdest thing I've ever seen. I'm in a newly created company-managed project (Jira Cloud) that I created by copying the settings of another project. 

When I go to "Components" the "Create Component" is visible. As soon as I create one component, that button disappears. When I delete the one component, the button re-appears.

I do not have this issue in the other project that I copied the settings from.

My google searches come up with nothing close to this scenario. Anyone have any ideas?

Edit to add: Created a new company-managed project and didn't copy any other project settings and have the same issue.

This is also new to me...before I could always created multiple components. A bug?

That is not normal behavior for the Component feature. Wondering if there is some automation at play causing this issue?
