Affects Version & Fixes Version

So I have 2 versions setup I have kept the names simple. 1.0 and 2.0. When I open a story and try to select the version using the "Affects Version/s" its greyed out and just says none. Same for the "Fixes Version/s" field.

How can I make those fields active?
