Admin can't manage global permissions

I am an administrator (see attached picture) on admin.atlassian.com, but I'm unable to manage global permissions in Jira. I get an error that says "You need permission. Request access from your administrator." How am I not already an administrator? I am using Jira Cloud.

Hi David,

your image is cut off a bit. my guess is that you don't have site-admin permissions. can you access Settings > User management > Groups and assess there? What exactly are you trying to modify?

I suspect you're right. I can't get to that screen. I think I am an Organization Admin only.
