How to create a group of users that will be able to see what I going on but not make any changes to the work items. Hopefully, they will also be able to create bug reports/feature requests, etc.
I have checked Jira administrator account but I was not able to find manage user roles and permissions section.

I am Trying with jira Admin Account. It is Cloud version not server version. can you please tell me how to set groups and permission in JIRA cloud version.
If you are not a Jira Admin you cannot. Have your Jira Admin create the group for you. Then if you are a Project Admin you can apply the group to the project in question on the Permissions view.

Are you a JIRA admin in your project? Only a JIRA admin can create users and groups.
