Admin Access in JIRA

I just installed JIRA. I was asked to set up an account during the initial setup and I did that. Now when I log in with that account I had no admin access. I have a dashboard with the "Welcome" message and the options to "See a project in action", "Create a new project" and "import from another tool". Is there any way to fix this from the configuration files? Should I uninstall and reinstall?

If you got to the little "cog" wheel and got to user-management.  Search for your own name (useraccount) and check your groups.  See if your user is a member of the jira-administrators group.  If it is not, see if you can add yourself to that group.

Ok - Solved. It turns out you MUST create a project of some sort (even test) before you get to the ability to change options and have a cog wheel.
