Adding new tab to issue types does not show

Added a field tab for "Blocked/On-Hold Reason" but it's not showing on any of the issue types. See both screenshots. One shows the layout page where I've added the field tab and the second screenshot is a Story on the board, that does not show the Blocked/On-Hold Reason tab as I expected. 

I must be doing something wrong, any suggestions?

By default, a field won't show up on the View screen unless there is a value in the field. If there is a value in the field and you still aren't seeing it on the View screen, you could check the custom field configuration and make sure that it's available for the particular project/issue type context.

Unfortunately those steps didn't work, but great things to check after looking at it. So it turns out I needed to create a new context for this custom field (Blocked/On Hold Reason). Once I did that, the tab appeared as expected. Hope this helps!
