Adding a second URL JIRA premium account

My organisation currently have a JIRA premium account that provides us access to JIRA only. 

I want to create a separate url under the same domain so another department in the same organisation with the same domain can get access to JIRA, confluence etc. 

I want to separate the two department using different url as first department do not want to pay for confluence, JIRA align and other plugging and do not want to use them.

I am trying to figure out if I can set up a separate url?

Is creating a separate url the right solution?

Welcome to Atlassian community!

I understand what you need to do, but unfortunately this is not possible for your Cloud plan Jira Premium. 

Here is All Atlassian Cloud plans and their features. I think you would need to have an enterprise plan for your Use Case.
