I've added a new group, and already delete other groups which allow working with other projects http://joxi.ru/1A5BENLiDE471r , and added the account and the group to the project - http://joxi.ru/Q2K9kJgiLaOJ4r . But this account still can't see it. If I add Jira Software permission http://joxi.ru/KAgaRv5CEk5xLm this account see all my projects...

Please, allow me to better explain how you can configure Project Permissions and Application access so we can be on the same page here:
The information you display in this screenshot is not related to project permissions, but to the entire JIRA application access. Unflagging this option, the user will not be counted with a JIRA license and will not be able to access JIRA software at all, so it must be turned on for all users that should be able to access any Jira projects.
That been said, the reason why the user can see all projects when you flag the option above is that these projects do not have any kind of restrictions. These would be the steps to properly restrict each of your projects:
1 - Navigate to project > Project settings > People (as displayed in this screenshot). This is where you will define the Project Roles and what users/groups are added to the mentioned roles.
2 - Add your user together with all the other users that must be able to access this project with a Role
3 - Navigate to your project > Project settings > Permissions
4 - The Browse projects permission is the one required to access projects. That been said, all the users/groups/roles added to this permission can access the project and see issues.
5 - Add the Role you configured in step 2 to the Browse projects permission and remove the "any user can access" option from this permission
6 - Apply the steps above for each of your projects
7 - Additionally, you can see that JIRA have other granular permissions (Administer projects, create issues, etc). Feel free to create new roles to add more levels of permission in your projects and define which kind of actions each user (Role) can perform in the project.
