Addin Viewer to Issue

I have a special situation with some people in my company. I have 2 user with the same permissions and the first when adding the issue viewers when start typing see the prompt, and the second one when typing dont see the prompt. I see that they have different information when they start typing fist see "Start typing... " the second see "Enter the username..." Where is the problem ?

Answer accepted

Check the "Browse Users" global permission for both the users. You need that permission to be able to find other users.
