I want to add a condition to be added to prevent or allow movement from bug to another created issue called a trouble observation if the requirement field is populated. Any help?

Community moderators have prevented the ability to post new answers.
unfortunately you can't put in place this type of prevent check on issue move. Move issue is something allowed to specific user within project permission scheme so those users should know the process.
