Add linked issue to Flag and comment Screen

When a team flags an issue as blocked. I want them to be able to comment but ALSO link the flagged issue to the blocker issue.
It would make sense to add it to the "flag and comment" screen but I cannot find any of way of doing that. Its not defined in any workflow, and I don't see a specific screen for the flag and comment option.
Any ideas?
Am I just blatantly missing something?
I have searched here and other places and have found all kinds of information AROUND this issue, but never a mention of this specific need.
