Add a permissionscheme with create project plugin

Hi, 

I want to evolve my create project plugin to define a permission scheme on him. But i don't what request i need to do. My permissions are defined on Jira server so..

Do i have to get permissions on my Jira and define on the project creation (GET permissionscheme + PUT) ?

Or create the permission on my plugin and define for the project (POST + PUT) ?
