How do I add an additional person as a co owner on a ticket?

You can't have two assignee on one ticket as far as I know so I would suggest you break the ticket out into smaller sub-tasks and have a different assignee for each sub-task.

Hi @Jeff Donnelly ,

welcome to the Atlassian community!

You can define a new user picker field like "CoWorker" and provide to that field the same permission at permission scheme level and workflow level.

Btw, assignee in JIRA is unique.
