Add a button - to trigger a webhook - based on - specific releases - not all releases

As a user:

I want to have a button that I can push that causes a webhook notification to service now.  

Specifically I want this to occur only on certain releases.  Some releases will not require the SNOW notification.  Some will. 

Operationally - scriptrunnerweb hook triggered by a transition function?

What should I use for the button?  Is there a way to put this on the release screen anywhere?
