Add Permission Scheme button is greyscaled

I am trying to archive an issue (Jira cloud) and follow the instructions I've read in the community. This led me to try and add a permission scheme by going to Settings>Issues>permission schemes and pressing the "Add permission scheme" button, however - the button is greyscaled and is not clickable.

I am on a free plan, can that be the reason? 

If not, what is?

It is indeed the free plan - they have fixed permissions.  You'll need to move to a paid plan to get the flexibility of permission schemes.
