We have Atlassian Jira Project Management Software (v8.2.2) installed on a Centos 7 Linux server and suddenly our activity stream has stopped loading and is only blank.
We have already re-indexed, already restarted and still the error persists. We need a solution to this!

Sorry to hear that you are having troubles with the activity stream in your Jira Server site. The failure of this dashboard gadget to load data could actually have a number of different causes. In my experience this tends to happen more often in much older versions of Jira than yours.
I suspect that a very large amount of data (Jira issues) can sometimes cause this resource to timeout. But also sometimes application links to other resources (like Confluence, Bitbucket, etc) could play a factor here in regards to this gadget failing to load content. When this happens, Jira can actually temporarily blacklist some resources to avoid putting too much overhead on page loads for resources that are not working. In many of these cases, restart Jira can be a useful means to reset this temporary ban. Try editing the activity stream gadget in Jira, and just take a screenshot of your configuration settings for that gadget. This will tell us more about what filters and linked applications might be polled for content here.
But since restarting Jira didn't seem to help here in your case, I'd be very interested to see what the Jira logs might say about trying to load this resource. Try loading the dashboard that contains this activity stream, wait for it to fail to load this content, then immediately open up the $JIRAHOME/log/atlassian-jira.log file. There is likely a WARN or ERROR level message here in regards to this resource not working, and perhaps if we can look at the specific error message in its entirety we can learn more about which element might be the factor here.
In addition to looking at this log, I'd be interested to see if you can edit your Activity stream and add a filter here. Even testing this by restricting say, only issues to a specific project just to test this out to see if you get back results can be informative to us to better understand the potential causes here.
Try these steps, and let us know about the settings of this gadget, and any errors/warning in the logs files when trying to load this page.
