Is it possible to link JIRA Cloud with Mircrosoft active directory ?

No.

Cloud supports google accounts and it's own internal users.  No other user directories are available. 

(There are a couple of add-ons which claim cloud user directory compatibility, but they're acting as user-account and password storage systems, not actual integrated directories)
