Actions Menu for 1 user is opening above and offscreen

We have 1 user that is intermittently unable to access the actions menu. She will click on the 3 dots, and the menu will open above instead of a drop-down.
I have logged in as her, and can't replicate the issue. We also had her clear her cache, and try multiple browsers.
