I think you need to talk to your organisation's admin team.
We're a community of Atlassian people (Atlassians, people who use Atlassian stuff, Atlassian partners, and so on - people with an interest in Atlassian things for some reason)
We have less knowledge of, or access to, your systems and organisations, Atlassian or not.
I suspect "Rhondda Cynon Taf CBC" uses an Atlassian system for its documentation or help systems, and you have clicked on "help with Atlassian system" instead of "help with with our processes"
