I have Admin access to Jira, but cannot get to Settings>System.
According to other posts, I can potentially remedy this by displaying the Admin Dashboard by clicking on an icon above the help icon...but I do not have anything there. I have a feeling that these suggestions were for non-cloud.
Has anyone dealt with this?

The reason you do not see the system option is that you do not have the proper administrative permissions there are different levels of administrative permissions. You should reach out to your organization or site administrator.
With that said, what exactly are you trying to achieve by getting to this screen?
I am ultimately trying to upload a csv using 1) gear icon in Jira 2) selecting System 3) Selecting External System Import. This method of import has more options than using the ellipsis.
However, it looks like I may need the Admin toolbar to access this, and I cannot see how to pull up the admin toolbar.
