Several users are reporting they are getting a pop-up that says
Access required
For this app to display, you need to grant it access to Atlassian apps on your behalf.
All of these users have different levels of access and are trying to access different spaces. They can cancel out of this pop-up and continue working but I am curious as to what might be causing this.
I reached out to Atlassian Support. It sounds like it was from a larger incident within Atlassian.

Some 3rd party apps require this to be done, based on that information from the users Atlassian account can be accessed by the app.
So if a users wants to use the 3rd party's app functionality (the app is installed on your instance), this question is being asked, before the apps functionality can be used by this user.
So if this relates to an app, see the apps documentation or contact the apps developer
